In Russia, there is a system of mandatory social insurance (OMS). The ZMS fund is formed at the expense of deductions by citizens from salaries, as well as from other tax fees. Although Article 41 of the Constitution of the Russian federation states that "medical care in state and municipal health care facilities should be provided to citizens free of charge, at the expense of the appropriate budget, insurance contributions, and other revenues." At the same time, paid medicine is not better than free medicine. It cannot be said that you can get anything for money, often people with a lot of money face medical dishonesty.
Russian doctors most often act not for the benefit of patients, but for the benefit of their medical institution or "because the Ministry of Health ordered so." The health insurance system is also not effective, because the insurance system is a large "health care pocket" from which money is spent both for insured and non-insured cases. Suffers from sanctions
At the same time, Russian medicine is currently suffering from Western sanctions. Import substitution, on the other hand, has failed, so there is a shortage of materials, equipment, and medicines in this area. Yes, stocks of foreign medicines are running out. There is also a shortage of personnel - although such a problem existed in Russian medicine even before the sanctions. Many doctors have their salaries delayed. It is worth noting that there are a lot of imported drugs in Russia, and only foreign drugs are needed to cure oncology there. In general, 90% of laboratory diagnostics in Russia depends on imported goods, so patients have already felt the lack of medicines themselves.
